• Background to role – To provide additional resource to the Engineering Consultancy S278 Design Check Team. The S278 Design Check Requests are sent from Development Planning to Engineering Consultancy to undertake. The number of requests varies significantly throughout the year and sometimes additional resource is required to ensure that the turnaround times for the Design Check Reports are maintained. Design Checks may be required at different stages (Minor Works, Preliminary, Detailed or Combined) but generally once a Design Check resource has started on any particularly project, it is hoped that they can follow the project through to construction (subject to progression by the Developer) to help maintain project specific background knowledge.
• Specific skills or knowledge required – A detailed knowledge of highway design standards is essential. Designs need to be checked against DMRB (Including IANs), Technical Advice Leaflets, Local Transport Notes, Manual for Streets 1 & 2, HCC’s Companion Guide for Manual for Streets, HCC’s model specification for highways works and standard construction details. Knowledge of Road Space bookings (NRSWA) and construction methods is required. Good communications skills are essential (written and verbal) including the ability to represent HCC/Engineering Consultancy (and take a firm lead) at meetings with the Developer and/or their consultants/contractors. Ability to write technical reports and emails with clear and concise English is also essential. Ability to progress multiple concurrent schemes in a timely manner to achieve the 3-week turnaround requirement for the reports.
• Location of role – Based in Winchester. Site visits/meeting may be located anywhere in Hampshire depending on location of individual projects.
• Days of week and number of hours required – 37- 40hr week. This may completed on four long days or over the 5 day working week (Monday to Friday).
